Ontario's municipal governments provide safe, reliable, and sustainable services that promote economic development, protect the environment, and build strong communities. The efficient delivery of these services requires good infrastructure. And the maintenance of this infrastructure in a state of good repair - while balancing costs, risks, and service levels - requires proactive asset management.
Asset management is a strategic approach to infrastructure management and investment - one that allows communities to efficiently meet pre-defined levels of service. Across Ontario's municipalities, this approach is set out in policies, strategies, and asset management plans (AMPs).
An AMP is a strategic document that identifies the current state of infrastructure, potential risks to services, current and proposed levels of service, and anticipated funding needs. Under the Canada Community-Building Fund (CCBF), municipalities in Ontario are to continue to develop and implement an asset management plan, culture, and methodology in accordance with Ontario Regulation 588/17.
As administrator of the CCBF for Ontario's municipalities, we at the Association of Municipalities of Ontario (AMO) have prepared this map to consolidate municipal AMPs. About
This map identifies:
- The publication date of municipal asset management plans (AMPs) shared with AMO; and
- The reported current replacement value (CRV) of all assets in these plans.
Asset management plans
An AMP is a publicly available strategic document used as a tool to communicate to the community and other levels of government the municipality's current state of infrastructure, potential risks to services, current and proposed levels of service, and anticipated funding needs. In Ontario, municipalities are expected to align their AMP with Ontario Regulation 588/17 (Asset Management Planning for Municipal Infrastructure).
Current replacement values
The current replacement value of an asset is the estimated cost of rebuilding or replacing it in current dollars. Amounts shown on this map are in 2025 dollars.
Using the map
There are two layers available on this map:
- Publication period - identifying the period in which each municipality's AMP was published; and
- Reported CRV per household - identifying the reported current replacement value of all assets identified in AMPs shared with AMO (expressed per household to account for the size of the community).
The map can be filtered to show:
- All lower- and single-tier municipalities; or
- All upper- and single-tier municipalities.
Notifications appear when a filter change is required - and specifically when selecting:
- An upper-tier municipality while upper-tier municipalities are filtered out; or
- A lower-tier municipality while lower-tier municipalities are filtered out.
You can additionally:
- Turn map legends on or off;
- Change the base map; and
- Turn notifications on or off.
Use the:

- Settings button () to adjust legend and base map options.
Select a municipality to:
- Learn more about the community and its AMP;
- Open the municipality's AMP; and
- View CRV data.
