The Canada Community-Building Fund (CCBF) is a stable and predictable source of funding to support strategic investments in local infrastructure. Under the Municipal Agreement, the Government of Canada encourages Ontario municipalities - and requires single or lower-tier municipalities with a population of 30,000 or more - to develop a housing needs assessment (HNA) in accordance with the federal template. This is a requirement for all federal infrastructure funding programs.
The Association of Municipalities of Ontario (AMO) has prepared this map to demonstrate and consolidate municipal efforts towards assessing housing needs. This map provides links to municipal HNAs, information on housing needs and demographics, and additional resources for relevant data and information.

About
This map identifies:
- Municipalities that have reported the publication of a housing needs assessment (HNA) meeting federal requirements to AMO; and
- The percentage of households in core need in each municipality (as of the 2021 census).
HNAs
HNAs are reports informed by data and research that describe the current and future housing needs of a municipality. They include economic data, population and household forecasts, and information derived from interviews, policy analysis, and stakeholder engagement.
Federal HNA requirements
Under the Administrative Agreement on the Canada Community-Building Fund (CCBF), municipalities were required to prepare an HNA meeting federal requirements by March 31, 2025 if they:
- Were single-tier or lower-tier municipalities; and
- Had a population of 30,000 or more on the 2021 census.
Other municipalities were encouraged to do so. Many communities have additionally prepared other housing studies, strategies, and plans.
Core housing need
Core housing need is shown on this map as:
- Defined by the Canada Mortgage and Housing Corporation; and
- Measured on the 2021 census.
Data describing core housing need was unavailable for some smaller communities. These appear in grey on the map.
Most upper-tier municipalities do not have a direct correlate in Statistics Canada's census geography; census divisions of the same name may include single-tier municipalities, unincorporated areas, and indigenous communities outside the municipality's jurisdiction. Core housing need in upper-tier municipalities was therefore calculated by summing core housing need within their lower-tier communities where appropriate.
Using the map
There are two layers available on this map:
- HNAs - highlighting municipalities that have an HNA meeting federal requirements; and
- Core housing need - identifying the percentage of households in core need in each municipality.
The map can be filtered to show:
- All lower- and single-tier municipalities;
- All upper- and single-tier municipalities; or
- All municipalities that were required to prepare an HNA meeting federal requirements.
Notifications appear when a filter change is required - and specifically when selecting:
- An upper-tier municipality while upper-tier municipalities are filtered out;
- A lower-tier municipality while lower-tier municipalities are filtered out; or
- A municipality without HNA requirements while municipalities without HNA requirements are filtered out.
You can additionally:
- Turn map legends on or off;
- Change the base map; and
- Turn notifications on or off.
