Municipal Allocations Information
The Canada Community-Building Fund in Ontario (CCBF) Allocations
Per Capita Distribution:
- allocated by population; and
- split 50/50 between upper-tier and lower-tier municipalities.
Additional Funding:
- in 2017, extra funds were added from unused legacy programs;
- top-ups (i.e., one-time doubling) were provided in 2019 and 2021.
Reserves:
Occasionally, discrepancies arise between municipal reserves and allocations. These are due to:
- interest earned on the Fund being reinvested; and
- transfers between upper and lower tiers, as outlined in the Municipal Funding Agreement.
Confirmed Allocations Through 2028:
- based on 2021 Census data;
- the next Census will be published in early 2028; and
- future allocations (post-2028) will depend on whether a municipality’s population grows above or below the national average.
Fund Indexing:
- the Fund increases by 2% annually; and
- delivered in $100 million increments.

Distribution in Ontario:
- the Association of Municipalities of Ontario (AMO) distributes the Fund to all municipalities except the City of Toronto.
